Irma Alexander is a native of Los Angeles, CA from where she joined the U.S. Marine Corps in September of 1983. She served over 24 years in various capacities as an enlisted and officer in the areas of Administration, Air Traffic Control (ATC), Air Base Operations, Command and Control, Space Operations. Irma was a Marine Aviation Weapons and Tactics Instructor and an instructor at the Navy Air Traffic Controller (ATC) School.
Her active duty work experience and tours include: serving as an Administrator at Camp Pendleton, CA; an ATC Detachment Commander on fixed and mobile facilities at Marine Corps Air Stations (MCAS) New River, NC and Tustin, CA; an ATC Facilities Officer and Air Base Operations Officer at MCAS El Toro, CA; a Deputy Commander for the Naval Air Traffic Control School at Naval Air Station Pensacola, FL; a Future Plans and Policy Officer at Air Force Space Command, Peterson Air Force Base, CO where she was designated a Joint Professional Officer and Space Officer; and as the Head of Aviation Ground Training Branch at Marine Corps Base Quantico, VA.
After retiring from the Marine Corps in 2007, Irma continued to support the DOD as a contractor. Her positions included Senior Training Analyst supporting Training and Education Command, MCB Quantico, VA. She also served as both the Unmanned Aircraft System (UAS) Logistics Element Manager and Senior Manager of Small Business Services for NAVAIR PMA-263 Group 1 Small UAS Integrated Product Team.
In 2014, Irma accepted a Government position and joined NAVAIR PMA-263 as Deputy Aviation Program Manager - Logistics for the Small Unmanned Remote Scouting System (SURSS) Program of Record in Unmanned Aviation and Strike Weapons Program Executive Office PEO (U&W). Responsible for integrated logistics support for small unmanned aircraft systems (SUAS) programs that consist of a formal ACAT-IV (T), Rapid Development Capabilities, and multiple non-programs of record fielded in support of Urgent-Universal Needs Statements. Managed a portfolio growing to over 1600 SUASs that consist of a mix of fixed wing and vertical take-off and landing platforms. Led the establishment of the first Marine Corps SUAS schools aboard Camps Lejeune, NC and Pendleton, CA that offer robust training and sustainment programs worldwide.
In 2017, she joined the NAVAIR, AIR-6.6 Fast Acquisition Solutions To Enable Readiness (FASTER) Cell as an acquisition program analyst where she filled roles as Requirements Manager, Task Order Review Panel Co-Chair, and Past Performance Lead as part of Source Selection Evaluation Boards. These roles collectively included pre and post-award activities. She participated in writing and awarding the platform-level CLS Contracted Maintenance, Modification, Aircrew and Related Services (CMMARS), a Multiple Award Contract with a contract ceiling of $14.2B. In 2020, Irma accepted a position in PMA-231 to serve as the E-2D Delta System Software Configuration (DSSC) Integration Assistant Program Manager managing integration efforts.
In May 2021, Irma reported to her current position as the Site Director for NAVAIR Office of Small Business Program.
Irma is a graduate of the Joint Forces College, Marine Corps Command Staff College, and NAVAIR Leadership Development Program. She holds a Bachelor of Science in Psychology from the University of California, Los Angeles (UCLA); a Master of Science in Education from Old Dominions University; both a Master of Arts in Procurement and Acquisition Management, and a Master of Arts in Management and Leadership from Webster University. She received graduate certificates in Instructional Design from George Washington University and Government Contracting from Webster University. She is certified in DAWIA Life Cycle Logistics Level III and Program Management Level II.
