SMART PLENARY SESSION: Healthcare Infrastructure Fireside Chat

Robert Carullo has been working with leading edge technologies for over 40 years. He is the Executive Director Emeritus of the Strengthening the Mid-Atlantic Region for Tomorrow (SMART) Congressional initiative. He became a loaned executive in May 1999 from the Naval Air System Command (NAVAIR) and the Office of Naval Research to Congress & the Federal Executive Branch to stand up the SMART initiative. Since retiring from government service in December 2003, he continues with SMART as a loaned executive from Sabre Systems Inc.

The SMART initiative is integration of Mid-Atlantic Science & Technology leadership for issues, events and projects among the SMART Congressional Delegation (8 Senators & 39 Representatives from DE, MD, NJ & PA), Federal Executive Branch DC Headquarters, International Allies, State/Local Governments and grass-roots tech community of businesses, academia, government labs/field agencies and professional associations. Since 1999, SMART has provided multiple issue papers, conducted 300 significant events and facilitated $625 million in projects. SMART executes actions via fifteen Focus Groups overseen by Mr. Carullo.

For Sabre Systems, Mr. Carullo is also the Director of S&T Partnerships. At Drexel University he is an Adjunct Professor for the College of Engineering and founder of the Drexel Wrestling Alumni Network and the Veterans Alumni Network. He is the South Jersey Director of the Employers Support of the Guard and Reserve.

Prior to Mr. Carullo’s SMART detail, he was the Supervisory Program Manager of NAVAIR Lakehurst’s International Sales Division, overseeing a $1.0B budget for 27 Allied Aircraft Programs. Highlights of past assignments included Acting Assistant Program Manager Logistics for the French E-2C Program, a $290.0 M budget. Also he was the NAVAIR V-22 Program Managers Representative on site at Boeing Helicopters, a $365.0 M budget. At some point of his NAVAIR Domestic and International career, he was assigned to all Navy/Marine aircraft programs and his multiple International assignments on Allied programs took him to all Continents except Antarctica.

A US Army Air Corps Vietnam Veteran, he was an Attack Helicopter Crew Chief, Senior Mechanic and then Technical Inspector. Returning to the US, he was a Maintenance Instructor.
