Dr. Butler is an independent consultant and President of BCS, LLC, providing thought leadership in organizational transformation, strategy, operations, and technology in the both the public and private sector.
Dr. Butler served in the Senior Executive Service (SES) at the Defense Health Agency (DHA) for 11 years, where he held key leadership positions including Assistant Director for Support (AD-S), Component Acquisition Executive (CAE), Assistant Director for Management (AD-M) / CAE, Assistant Director for Healthcare Administration (AD-HCA), Director Interagency Program Office (IPO), Program Executive Officer (PEO) Defense Health Medical Systems (DHMS), and Chief of Infrastructure (IT) Division.
Relevant Experience
Dr. Butler led the transformation of the Defense Health Agency (DHA) as the Assistant Director for Support (AD-S)/Component Acquisition Executive (CAE). He was responsible for creating and executing the strategy and performance of the DHA Public Health Organization, the DHA Research and Development Organization, the Military Education and Training Campus (METC), the Medical Logistics Organization (MEDLOG), the DHA Contracting Agency (DHACA), the Research and Engineering portfolio, and the Acquisition and Sustainment portfolio. He was responsible for managing the transition of the Medical Treatment Facilities (MTFs) from the Military Departments (MILDEPs) to the DHA, and for establishing an enhanced organizational design to facilitate the execution of the global DHA mission.
Prior to joining the DHA, Dr. Butler was the vice president of healthcare operations at the Harris Corporation (now L3Harris) where he provided strategic planning and operations and business development leadership. In three years, he grew the sector to over 800 employees, with international reach, and achieved revenues exceeding $650M. Dr. Butler executed strategic hires while improving diversity and broadening team culture and experience, leading to improved team performance. He focused on solving tough client problems by establishing diverse teams consisting of veteran-owned; 8a; small, medium, and large businesses; and government clients. He established a mentor-protégé program to help small veteran-owned companies grow in the competitive marketplace. He defined operations tempo and created policies and procedures to bring consistency and execution excellence to the emerging healthcare business. He led the development of the Healthcare Solutions through a three-year strategic plan using Balanced Scorecard methodology to define objectives, metrics, targets, and initiatives to meet organizational and corporate goals. His leadership resulted in Green (meets client expectations) or Blue (exceeds client expectations) ratings for all Healthcare Solutions programs. He continued his professional development through presentations at national conferences and working towards an MBA degree.
Dr. Butler is a retired US Army Colonel. He served for 20 years in the Army Medical Department (AMEDD), finishing his service as the Chief Information Officer (CIO) of the AMEDD, where he led IT services for 8 academic medical centers and 46 hospitals, with over 50,000 employees, serving 1.5 million beneficiaries. He coordinated the initial deployment of the electronic medical record system (EMRS), a world-wide electronic clinical note system, which created a single digital longitudinal medical record with a centralized data repository for all military beneficiaries. He also developed a comprehensive investment portfolio management process resulting in a programmatic approach to technical investment across Army medicine.
Dr. Butler holds a Ph.D. in Biomechanics from the University of Michigan, an MBA from the University of Maryland Global Campus, a master’s degrees in Electrical Sciences, Bioengineering, and in Management.
