Critical Infrastructure: Supporting Resilience and Sustainability

Joshua Metzger is a Procurement Analyst for the U.S. Department of Energy’s (DOE’s) Office of Clean Energy Demonstrations (OCED). Joshua’s primary duties include developing, issuing, and maintaining OCED’s acquisition procedures, guidance, and templates. He also provides independent review of contract and financial assistance actions. Joshua maintains a Contracting Officer’s Warrant, is a GSA Purchase Card Holder/Approving Official, and is OCED’s CPARS Focal Point. Finally, Joshua is OCED’s Small Business Program Manager (SBPM), working in conjunction with DOE’s Office of Small and Disadvantaged Business Utilizations (OSDBU) to best support small businesses who are interested in OCED’s opportunities.
Before his time at DOE OCED, Joshua worked at the Defense Logistics Agency (DLA) Troop Support in Philadelphia, P.A. as a Contracting Officer. Joshua worked as a team lead in the Produce and Market Fresh Division within Subsistence, performing a wide range of long term, cradle-to-grave contracts for produce, milk & dairy, bread & bakery, and beverage items, supporting customers across the U.S. Department of Defense (U.S. Military Bases and Naval Ships) and U.S. Department of Agriculture (including U.S. School Districts and Native American Reservations).

Joshua earned his bachelor’s degree from Saint Joseph’s University with a major in international business and a minor in marketing. He also earned a master’s degree in acquisition administration from Central Michigan University. Joshua is FAC-C III and FAC-COR III Certified and is now working towards obtaining FAC-P/PM certifications.
