Brainstorming to Fielding Technology: Overcoming the Valley of Death
Mr. Jasper assumed duties as the Project Manager (PjM), Warfighter Readiness, Performance and Brain Health (WRPBH) Program Management Office (PMO) within the U.S. Army Medical Materiel Development Activity (USAMMDA) in March 2019. As a charted PjM, Mr. Jasper is responsible for overseeing and directing all aspects of cost, schedule, and performance to accomplish program objectives for the development, production, and sustainment of medical products in the Defense Health Affairs’ WRPBH advanced development portfolio.
Mr. Jasper has over 18 years of experience in government service supporting Army and Joint Service programs. Prior to his current position, Mr. Jasper served as the Acting Civilian Deputy to the Principal Assistant for Acquisition (PAA), directly reporting to one of two Senior Executive Service Members in USAMRDC. Mr. Jasper also served as the Deputy Project Manager (PjM) for the Pharmaceutical Systems Program Management Office (PSPMO), USAMMDA (October 2016-November 2018). From 2009-2016, he served as a Product Manager (PdM) within the PSPMO; leading integrated product teams in the advanced development of infectious disease and combat casualty care medical products for U.S. Service Members.
Prior to 2009, Mr. Jasper served as the Chief, Product Technical Operations in the Division of Regulatory Affairs and Compliance within the USAMRMC and served the government as a contractor with Science Applications International Corporation. Additionally, Mr. Jasper spent several years as a Research Engineer and Laboratory Supervisor conducting orthopaedic-biomechanics research at the University of Maryland and the Johns Hopkins University International Center for Orthopaedic Advancement. Mr. Jasper has also worked as a Research Engineer for the Army Research Laboratories Laboratory (ARL) Non-Lethal Technology Program and worked briefly on the Airborne Warning and Control System (AWACS) program at Northrup Grumman.
Mr. Jasper holds an M.S. in Engineering Management with specialization in Biomechanics and advanced manufacturing/design, a B.S. in Mechanical Engineering, and a graduate certificate in Regulatory Compliance for Biotechnology Products. Mr. Jasper maintains Level 3 certification in Program Management and is a member of the Army Acquisition Core.
