Dr. Ruby Crenshaw-Lawrence

Dr. Ruby Crenshaw-Lawrence is the Chief of the Office of Small Business Programs & Industry Engagements of the Defense Counterintelligence and Security Agency (DCSA).

In this capacity, Dr. Crenshaw-Lawrence advises on the development and execution of Small Business Programs and Initiatives designed to promote the strength, health, and welfare of small business capabilities. The Office of Small Business Programs and Industry Engagements is responsible for maximizing participation in support of a whole-of-enterprise approach in securing the trustworthiness of the United States Government’s workforce and the Nation’s critical assets.

Prior to her current role, she served as Associate Director of the Indian Incentive Program within the Department of Defense (DoD) Office of Small Business Programs (OSBP) whereby she provided management and oversight in the distribution of $15 million in Congressional Funds to Prime Contractors and Small Businesses who utilized Native American Owned, Alaskan Owned, or Hawaiian Owned Businesses or Enterprises as Subcontractors. As the Assistant Director of Strategic Communications, Outreach, and Advocacy, she led the Department in working in collaboration with Department Components, Civilian Agencies, Institutes of Higher Education and Congressional Staffers to improve the increased utilization of Small Business Programs and operations that target small businesses across all Social-Economic Categories, i.e.; Small Disadvantage Business, 8(a), HUBZone, Service-Disabled Veteran Owned Small Business, and Woman Owned Small Business.

As the Associate Director of Congressional, Legislative and Small Business Policy in OSBP,
Dr. Crenshaw-Lawrence was responsible for developing recommendations for new and modified Administrative Program Policies, Goals and Objectives for the Department. She coordinated on acquisition policies which affected small businesses, including the Federal Acquisition Regulation, the Defense Federal Acquisition Regulation Supplement, as well as Department-Wide Acquisition Initiatives.

Prior to beginning her civilian career with the Department, she served as the Senior Program Analyst for the Mentor Protégé Program for both the Department of the Navy; Office of Small Business Programs, and OSBP; OUSD, Acquisition, Technology & Logistics.
